The new Audit Requirements and Transparency Regimes in England
New requirements have been introduced to ensure that all parish and town councils comply with a Transparency Code of practice. This code requires councils with an income of under £25,000 to publish certain information on a freely accessible website.
The agendas, minutes and associated meeting papers have to be published at least 3 clear days before a meeting. Draft (unapproved) minutes can be published as long as they are marked as such. The approved minutes have to be published 1 month of the meeting (normally after they have been approved at the following meeting). Minutes and Financial information should normally remain on the website for the current and previous council year. A list of all councillors and their responsibilities should also appear on the website.
